I allways put the paper on over the top and when I go back the next time it's undre. As for the seat I give up and sit to pee. I have done this for yrs. and have reasion for it. You get a rest when you clean the room you don't have this mess all over the floor and walls.

We'll, when its over, take a look at how you pull it - You tend to have a palms down, straight pull on it. It comes out fine and doesn't tear off.
When its under, you need to pull up on it almost to get it to come out, thus it tends to break off after a few sheets.

If your a folder:), and the roll is OVER, the outside sheets of the roll fold facing down so you dont wipe your ass with the side that the guy before you has man handled whilst securing his final tear. This is common with an UNDER set up. It also hasnt seen any "wall action" and so is essentially virgin paper.
Also, print faces down which means allergy freindly to those allergic to paper prints or those who are concerned about toxicity issues.
